Educator Preparation and Development...TX Long Range Plan
One of the areas of the areas of the Texas Long Range Plan for Technology is the Educator Preparation and Development. This area states that teachers, librarians, counselors and other educators will demonstrate technology proficiencies identified by the state. These educators, will be provided with tools, products and information that facilitate their work and supports student learning.
The progress in this area must be ongoing and implemented at the local, state and national level. At the district level, effective technology plans have been implemented in the school districts. These plans support campus improvement goals. Districts also work with Education Service Centers to provide training opportunities, continuing education and certification opportunities. At the state level, the Texas Education Agency provides support through initiatives and policies. State laws are also implemented as curriculum. Texas Essential Knowledge and Skills (TEKS) for grades K-12 also called technology applications, for teachers to follow. The Texas Long Range Technology Plan also provides development at the state level of technology proficiencies for all teachers. State Board of Education (SBEC) also provides approved educator technology applications for beginning teachers. Finally, at the national level a National Educational Technology Plan has been implemented. This plan recommends seven major action steps that supports strengthening leadership such as improved teacher training and increased budgets, to name a few.
Trends for my school district, in the areas of Educator Preparation and Development in 2006-2007 indicated that we were early tech. By 2007-2008 our scores had increased to developing tech. In the 2008-2009 school years, the Teacher STaR chart summary tool indicated results that were consistent with the previous year, developing tech stage. In comparing the three years, the percentages of the last two years do show an increase but the last two years show no increase.
To reach the goal of Target tech stage, objectives and strategies must continue to be set in place. Reviewing the previous plan can help us identify barriers that prevent us from being effective. The areas that have not yet progressed require revamping and addressing. Emphasizing the importance of learning educational technology is a key beginning. Providing district-wide development programs that promoted effective use of advanced technologies in instructional programs can transform teaching and learning. Establishing requirements for new and veteran teachers can help assess our growth. Categorizing ways to assess and monitor teacher development is essential for advancement. Finally, providing instructional materials, time and opportunities for teachers to learn is significant to help improve in the area of educator preparation and development.
